Ambassador Dr. Netra Prasad Timsina assumed his responsibilities as Ambassador of Nepal to Malaysia on 28 January 2025 by presenting his Letters of Credence to His Majesty Sultan Ibrahim, King of Malaysia amid a special ceremony organized at Istana Negara (State Palace) in Kuala Lumpur.
Previous Experience
H.E. Dr. Timsina accomplished his undergraduate degree in Agriculture from the Institute of Agriculture and Animal Science, Tribhuwan University Nepal in 1989 and postgraduate (Master and PhD) from the University of Reading, United Kingdom (1998-2002), Department of International Relations and Development on Political Economy of Natural Resource Management.
H.E. Dr. Timsina started his career in government services as an Agriculture Economist in the Ministry of Water Resources in 1992 and a Planning Officer in the Ministry of Agriculture in 1993 in Nepal. Later he built his career in International Relations and Development and engaged in regional and global development mechanisms including international diplomacy. He is also associated with national and regional academic institutions and think tanks (particularly focusing on the development of South Asia). H.E. Dr. Timsina also has extensive engagement at a regional and international level specific to development rights (rights to health, education, employment, and social security) such as the Development Agenda 2030 (SDGs) and Climate Change. H.E. Dr. Timsina has also gained experience in the global dynamics of migration (decent work and economic growth). H.E. Dr. Timsina has coordinated a triannual Poverty and Vulnerability Report of South Asia published by the South Asia Alliance for Poverty Eradication (SAAPE- a South Asia regional think tank). The latest report is on “Social Security in South Asia”. He has also gained experience in public finance, particularly in the fiscal and tax justice for developing countries to raise public spending.
Moreover, H.E. Dr. Timsina has coordinated and facilitated several regional and global multi-country platforms to discuss transboundary issues such as migration, climate actions, and regional and global economic development- such as dialogues on the relevance and effectiveness of SAARC, attended economic and climate cooperations conferences in ASEAN countries. He was also engaged in the G20 process advocating for the rights of LDCs and developing countries by participating in G20 events in Bali Indonesia in 2022 and Delhi, India in 2023. He also participated as a delegate in several Conferences of Party (CoP) organized by the United Nations such as UNFCC.
H.E. Dr. Timsina also served as a board member of the Nepal Agriculture Research Council (NARC, a government research institution) and a member of the Climate Change Council (CCC- the Chair of the Council is the Prime Minister) of Nepal. He also chaired a task force commissioned by the Government of Nepal- the High-Level Taskforce on the Investigation of Forest Degradation formed in 2020.
He also teaches public policy courses at the Universities of Nepal as an adjunct professor.
His Excellency Dr. Timsina and his wife Mrs. Meera Bhattarai have two children.
