Foreign Workers Demand Attestation for Recruitment from Nepal.
Any employer authorized to recruit foreign workers and intending to hire workers from Nepal may submit demand documents for Embassy attestation by following the Standard Operating Procedures outlined below.
Step 1: Sign Up for Online Demand Attestation
1. Company Registration
Employers/companies must first register on the official portal:

Please visit the website and complete all required details using valid and authentic supporting documents.
- Login Email: Use the company"s official email address with the company"s domain name.
- Upload: A clear, color copy of the full set of your Company Registration Form (SSM).
Note:
If your company does not have an official domain email, you must upload an official letter on the company letterhead, signed by the Director. This letter must:
- Authorize the creation of the account using the provided email.
- Acknowledge full responsibility for any misuse of the issued login credentials.
Attach this letter together with the SSM documents in a single PDF file.
Step 2: KDN Request
Once your company is successfully registered, log in to the portal and click "CREATE KDN" to enter your KDN approval details.
- Upload a clear, color copy of:
- The original KDN quota approval letter (in Bahasa Malaysia), and
- Its English translation (attested by MOFA with original signature).
- Both documents must be merged into one PDF file.
- The KDN approval must be valid for more than 30 days.
Note:
After submission, wait until the KDN status changes to DOFE before proceeding to create a new demand.
Step 3: Create New Demand
Once the KDN status updates to DOFE, click "CREATE NEW DEMAND" and fill in the required information.

Documents Checklist:
- Application Letter to the Embassy of Nepal, Kuala Lumpur, and Letter of Undertaking (LOU).
- Copy of the KDN Quota Approval Letter (Bahasa Malaysia, valid for more than 30 days) and its English translation (by Dewan Bahasa dan Pustaka, court interpreter, or certified translator), attested by the Consular Division, Ministry of Foreign Affairs, Malaysia (MOFA).
- Demand Letter (signed on every page by the employer and attested by both the Department of Labour, Malaysia, and the Consular Division of MOFA). Every page must include the JTK stamp.
- Employment Contract (signed and stamped on every page by the employer — include basic salary only).
- Power of Attorney (POA) with clearly printed issue and expiry dates (valid for a maximum of 2 years). Handwritten dates will not be accepted.
- Hostel Accreditation Certificate or a copy of the application submitted to JTK for hostel accreditation.
- Company Profile - A brief profile outlining the nature of business, services/products offered, workforce size, operational locations, and any relevant business credentials or achievements.
- Agency Agreement between the employer and the Nepali recruitment agency, duly signed by the Director and stamped.
- Assurance Note on company letterhead, signed and stamped.
- Include Appendix A listing the client details (deployment locations for new workers) - must be notarized (Notary Public).
- For the Security and Cleaning sectors only, each client listed must sign a Manpower Supply Agreement - also notarized.
Note:
The Demand Letter, Employment Contract, and all related documents must be signed by the Chief Executive Officer, Executive Director, or an Authorized Manager.
Upload Instructions
Under the “Add Other Documents” section of the portal, upload the demand documents in PDF format as follows:
- Doc 1: Merge the Application Letter, LOU, POA, and Company Profile into one PDF. Name the document appropriately. (File size: less than 2MB).
- Doc 2: Merge the KDN Letter (Bahasa Malaysia), English Translation, Assurance Note, and Manpower Supply Agreement into one PDF. Name the document appropriately. (File size: less than 2MB)
- Doc 3: Merge the Employment Contract and Demand Letter into one PDF. Name the document accordingly. (File size: less than 2MB)
In the “Add Demand Documents” section, upload the first page of each required document in PNG or JPG format.
Submission & Payment Instructions
- After your demand attestation is approved, bring two (2) sets of documents (1 original and 1 copy) to the Embassy for payment and verification at Level 3.
- Payments can be made Tuesday - Friday, between 14:00 - 16:30 hrs.

Important Notes
- All documents must be prepared on the original letterhead of the company.
Photocopies or digitally reproduced letterheads will not be accepted.
- Agents are not permitted to submit or collect workers' demand documents on behalf of the company.
- The Embassy of Nepal reserves the right to conduct a site visit to the company"s premises as part of the demand document review process. This may include:
- Assessment of occupational safety and health standards,
- Inspection of living quarters,
- Evaluation of overall worker security and welfare.
- Employers must submit documentary proof that the accommodation provided for foreign workers complies with the Worker"s Minimum Standards of Housing and Amenities (Amendment) Act 2019 (Act 446) of Malaysia.
- The company may be asked to submit additional documents if required during the demand attestation process.
Required Documents for Attestation of Extended Power of Attorney (POA) / KDN Approval Letter
- Application Letter
- Must be on company letterhead
- Signed by the Director with the company seal
- Must include the Lot Number from the Nepal Manpower Agency
- Authorization Letter
- For the company representative/personnel
- Must be accompanied by a recent EPF contribution statement
- Copy of Previous Original Quota
- Copy of the English-translated Quota Letter and Power of Attorney
- Previously attested by the Embassy
- If the KDN Letter is Extended:
- Submit the original KDN letter (in Bahasa Malaysia)
- Include a corresponding English translation attested by MOFA
- Extension of Power of Attorney (POA)
- Must clearly explain the reason for extension
- The issue date of the new POA must start from the expiry date of the previous POA
- The new POA should be valid for a maximum of 2 years from the initial approval date
- Copy of Calling Visa
- For the remaining workers not yet deployed
Submission Instructions
- The authorized person must visit Level 3 or Level 9 of the Embassy for submission, along with all required documents listed above.
Attestation Fee
- RM 500.00 per document (for each extended POA or extended KDN letter)
